PCVS have support workers who provide information and advice and assistance on all aspects of commissioning and terminating care and support arrangements in an appropriate language and format. This includes information advice and assistance on:

• The recruitment and retention of personal care assistants, short breaks carers and befrienders.  This  includes help to place adverts and support when interviewing  candidates
• Appropriate terms and conditions when employing care assistants, short breaks carers and befrienders, or when engaging  an agency
• Tax  and National Insurance issues relating to their employees
• Purchasing necessary insurance cover
• Paying their employee or the agency
• Termination of arrangements for employment or engagement of an agency
• How to achieve the type, quality and quantity of services required
• Making arrangements for holidays, sickness and contingencies
• Completing financial returns and bank reconciliation

The support scheme also offers and administers a PAYE payroll service for those who wish to make use of it. There is a modest charge for this service.

PCVS also have a duty to report to the Council if there is any reason to believe funds are being used inappropriately, or that any person is supported by the schemes is not receiving services in accordance with their individual care/support plan,(if known).

Also a duty to notify the council if there are concerns about the well being of a child supported by the scheme  indicating  that their care plan may need to be reviewed or reassessed within the council eligibility criteria, or that their eligibility to receive payments from the council needs to be reconsidered , on a temporary or other basis.
